Title: Information Technology Specialist Senior Drupal Developer & IT Systems Specialist  Period of Assignment: until 31.07.2025 with the possibility of extension till 31.12.2025 Location: İstanbul or Gaziantep  Project:  HLP II Programme   AMain Activities As the lead expert for the HLP Web Platform, you will be responsible for developing, enhancing, and maintaining the platform to ensure it remains a dynamic and practical tool for project implementationYour work will involve both technical development and administrative support, ensuring that the platform meets the evolving needs of stakeholdersYour primary responsibility is to ensure that the platform remains fully operational and continuously adaptable to evolving field realities.Provide technical consultancy and administrative oversight to ensure the effective operation and expansion of the platform.Oversee the procurement, installation, and maintenance of the platform s software and related infrastructure, ensuring compliance with current IT security standards and best practices.Troubleshoot technical issues, proactively identifying more complex challenges, and escalating them when necessary.To make the platform mobile-responsive and scalable, ensuring that it remains a practical, user-friendly tool in various operational contexts.Focus on structuring and integrating data, transitioning from raw Excel-based inputs to a well-organized database system.In coordination with DIGITS and other team members, you will contribute to ongoing process development, knowledge management, and documentation within your thematic areaThe brief profile is not intended to provide a full and complete descriptionBRequired qualifications, competencies and experience Education-QualificationsBachelor’s or master’s degree in Computer Science, Software Engineering, or a related fieldProfessional experienceAt least 8 years of experience in general web development, with 3 years focus on Drupal theming, module development, security updates.Strong expertise in PHP, HTML5, CSS, JavaScript, jQuery, Bootstrap.Experience with PostgreSQL, MySQL, or MariaDB for database management.Proven ability to structure and integrate large datasets, ideally within legal or human rights contexts.Knowledge of GDPR compliance, security best practices OWASP, encryption, authentication.Experience with Linux server management, Git version control, Docker, Kubernetes, and cloud hosting AWS, AzureOther knowledge, additional competenciesAbility to work independently and collaboratively within a multidisciplinary team.Strong problem-solving skills, critical thinking, and adaptability.Fluent in English, Native in ArabicApplications:Interested and qualified candidates are requested to apply through our by filling in the digital application form as well as submitting their CV in GIZ Turkey’s format, university diplomas BA- BSc, MA- MSc, PhD and a Cover Letter in English, stating their qualifications and previous professional experiencesThe deadline for application is the 31st of March 2025Only shortlisted candidates will be contactedGIZ is committed to gender balance and diversity without distinction as to race, sex or religionGIZ is encouraging persons with disabilities to apply for the positionATTENTION: PLEASE SUBMIT YOUR CV IN THE GIZ CV FORMATTHE APPLICATIONS IN ANY OTHER CV FORMAT WILL NOT BE REVIEWED.
